1. You're likely to have one side stronger than the other. Don't worry, train hard no matter what.

2. DB Bent over rear delt raises, if you want to isolate.

Problem is , since you are a beginner, your shoulders as a whole are likely to be weak. So you need to focus on military press/db shoulder press. But, if you're adamant on rear delts, you can try to implement some cable exercise after rear db exercise.
